Balanced Scorecard (BSC) is a new performance management tool, which is welcomed
by more and more enterprises. It can effectively transform strategic planning
to detailed activities, so as to create the enterprises' competitive advantage.
And it can be applied to various industries, not only commercial corporations,
but also non-profit making organizations, such as hospitals, governments, police
bureaus.
Since TQM has strong experiences about business management and successful experience
in implementating Balanced Scorecard. In July of last year, TQM was honored to be invited
providing the consultancy service of Balanced Scorecard Performance Evaluation
System for Public Administration and Civil Service Bureau (PACB).
The management system on the basis of Balanced Scorecard aims at PACB's two
subsidiary departments: DMA and DI, to build a Performance Evaluation System
which is closely related to the integrated strategic goal of Macau Government.
TQM professional consultants of this project designed the Balanced Scorecard
with four perspectives: "The Contribution to VMV Perspective","The Customer/Service
Object Perspective"," The Business Process Perspective-" and "The Learning and
Growth Perspective", according to the actual environment of the local government.
Due to the difference between non-profit making nature of Macau government and
the commercial corporations, this design aims to describe the work better. Meanwhile,
TQM consultants opened up a series of effective supporting work: offering BSC
training courses, helping constitute KPI, and providing feasible measures to
overcome obstacles.
Through this project, DMA and DI confirm their core business respectively and
set up four Integrated Balanced Scorecards. Balanced Scorecard has become one
of the powerful management tools; relating KPI goal value and evaluating methods
are built; Balanced Scorecard itself complements the current Quality Management
System (e.g. ISO 9001) and improves the efficiency of project management, which
achieves satisfactory results.
The entire project was successfully completed on 26th, August 2005.
At the conclusion meeting, Mr. Zhu Wei Gan, Director of Public Administration
and Civil Service Bureau, expressed high comments on Balanced Scorecard Project
and wished to have further cooperation with TQM.
In order to share experiences about the implementation of Balanced Scorecard
of Hong Kong Government, TQM helped to arrange a visit to Hong Kong Special
Administration Region- Electrical & Mechanical Services Department. Under
the arrangement of Mr. Lewis Ho, Management Services Manager, the two parties
shared the experience about implementation of Balanced Scorecard in government
framework.
At the meeting, Public Administration and Civil Service Bureau also present
delicate souvenir to Ir. Dr. Aaron TONG, Managing Director of TQM.
