Despite the challenging environment brought by the SARS outbreak, the Government's
financial deficit and the cut in operation budget, the Judiciary managed to keep
its services at high quality, thanks to the Judiciary's process engineering and
organizational restructuring practices.
With the determination to improve its services, the Lands Tribunal, one of
the four tribunals under the Judiciary, appointed TQM as its consultant to assist
in implementing an ISO 9001:2000 Quality Management System (QMS) and rebuilding
its process flow.
The QMS has brought along remarkable improvements in the awareness of user
focus and user satisfaction, the efficiency and effectiveness of the operational
system, the enhancement of team spirit, and the waiting time of the users at
the counter. On the other hand, the Process Flow Rebuilding enhanced the efficient
use of the Tribunal's resources, resulting in the enhancement of service performance.
The Lands Tribunal's achievement is not only a recognition of the success of
its quality management system but also an indication of the Tribunal's commitment
to providing quality services and striving for continual improvement.
